Working plans call for the construction of a power facility; for site work for a power facility; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The work consists of constructing a new Central Energy Plant to serve the Fort Hood Phantom East District. The Central Energy Plant will supply chilled water to 24 buildings, replacing 24 existing air-cooled chillers, and is not part of the Fort Hood privatized utilities system. Primary facilities include a building housing cooling towers, chillers, associated pumps, controls, and related equipment, along with distribution piping to the supported buildings. The project also includes fire protection and detection systems, Energy Monitoring and Control Systems, sustainability and energy efficiency measures, and required cybersecurity features. Supporting work includes installation and connection of new gas, water, sewer, and electrical utilities; security lighting; paving; walkways; curbs and gutters; storm drainage; site clearing and grading; fencing; landscaping; and signage. Special foundations are required due to expansive and rocky soil conditions, and heating will be provided by a self-contained system. Facilities will be designed for a minimum service life of 40 years in accordance with applicable Department of Defense Unified Facilities Criteria, including requirements for energy efficiency, building envelope performance, and integrated building systems.
