The project consists of furnishing labor and materials and performing all work set forth in the bid documents for the construction of the Upper Rambling Hills Road Water Line Extension. The work includes approximately 2,600 linear feet of 4-inch and 2,600 linear feet of 2-inch water line and associated appurtenances, approximately 12 service connections and associated appurtenances, one booster station and associated appurtenances, one portable generator and associated appurtenances, extension of electrical services to the proposed booster station, and other water line components work for a complete installation. The construction time limit is 270 consecutive calendar days for substantial completion and 300 consecutive calendar days for final completion, with liquidated damages of $750.00 per day for delays. Bidders must comply with various federal and state requirements, including affirmative action, certification of non-segregated facilities, WV contractor licensing, and drug-free workplace certification. The two-envelope system is used: Envelope No. 1 contains required bidder information; Envelope No. 2 contains the Form of Proposal. Both envelopes must be clearly labeled as specified. Bids must be accompanied by a certified check or bid bond for not less than five percent of the base bid. Attendance at the mandatory pre-bid conference is required. The owner reserves the right to reject any or all bids. Bidders must make good faith efforts to achieve Disadvantaged Business Enterprise (DBE) participation and comply with all stated regulations and requirements. Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered.
