NBHA is requesting proposals from licensed and qualified contractors to inspect, repair, and restore an office trailer to a fully functional, safe, and compliant condition. The scope of work includes, but is not limited to, repairs and upgrades to the roof, chassis, plumbing, electrical, HVAC, flooring, and interior finishes. The selected contractor must provide all labor, materials, tools, and equipment to complete the work in compliance with applicable federal, state, and local regulations, including Davis-Bacon prevailing wage requirements and HUD Section 3 guidelines. Contractors are responsible for full inspection, securing all required permits, maintaining a clean and safe work area, coordinating with NBHA for site access and progress inspections, and all work must be performed during normal business hours unless otherwise approved. Bidders must address all RFP communication only to the designated NBHA contact. All proposals must be delivered in a sealed envelope clearly marked for the "Office Trailer Repair Project". Proposals should include a cover letter, company profile, detailed cost proposal by major categories, work plan and schedule, certifications for Davis-Bacon and Section 3 compliance, proof of insurance, and state contractor's license. Contractors must comply with all federal, state, and local laws, including the ADA and UFAS standards, and NBHA's smoke-free policy. Insurance requirements include general liability, automobile, worker's compensation, and a fidelity bond. Proposals will be evaluated for compliance with requirements, contractor qualifications, cost, compliance ability, project approach and schedule, and references.
