The selected consultant team shall provide comprehensive Existing Conditions Assessmeprofessional services necessary to develop a Downtown Master Plan for the Central Business District, focusing on Main Street, with Hickory Street and Walnut Street as integral components. Work includes: reviewing existing plans and infrastructure data; evaluating streets, sidewalks, ADA access, utilities, lighting, and drainage; identifying constraints, opportunities, and system conflicts; developing traffic flow, parking, pedestrian and bicycle connectivity, and trail access strategies; establishing standards for sidewalks, streetscapes, tree planting, lighting, public spaces, and placemaking; coordinating utilities and infrastructure; integrating trail connections, signage, wayfinding, gateways, and key nodes; conducting stakeholder and public engagement; and creating a phasing and implementation strategy with cost estimates and funding considerations. Deliverables include an existing conditions summary, conceptual downtown framework plan, detailed traffic study, streetscape and mobility concepts, utility coordination considerations, a phasing and implementation plan, a final master plan (digital and print-ready), and presentation materials. Proposals must include an executive summary, firm and team qualifications, project approach and methodology, public engagement strategy, project schedule, cost proposal (with breakdown by task and reimbursables), descriptions of relevant experience, proof of insurance, and disclosure of any conflicts of interest. Proposals must be submitted by the stated deadline by mail, hand delivery, or emailed PDF, and must be clearly marked. Late submissions will not be accepted. Final selection will be based on project approach and understanding, team experience and qualifications, public engagement strategy, schedule and capacity, and cost proposal. Scope of Work (SOW) The selected consultant team shall provide comprehensive professional services necessary to develop the plan, including, but not limited to, the following: A. Existing Conditions Assessment o Review existing plans, studies, and infrastructure data o Evaluate streets, sidewalks, ADA access, utilities, lighting, and drainage o Identify constraints, opportunities, and system conflicts B. Transportation & Mobility o Traffic flow and circulation concepts o Parking strategy o Pedestrian and bicycle connectivity o Evaluation of lane configurations, intersections, and crossings o Trail access and safety C. Streetscape & Public Realm o Sidewalk and streetscape standards o Downtown tree strategy (species, spacing, irrigation, longevity) o Lighting style, spacing, and infrastructure strategy o Public space, plazas, and placemaking opportunities D. Utilities & Infrastructure Coordination o High-level coordination of water, sewer, stormwater, electric, and communications o Identification of conflicts and sequencing considerations o Guidance on undergrounding or modernization strategies E. Trails, Signage & Wayfinding o Integration of trail connections into downtown o Wayfinding and identity elements o Gateways and key nodes F. Public Engagement o Stakeholder meetings (business owners, downtown organizations, residents) o Public workshops or open houses o Incorporation of community feedback into plan development o Ability to provide strong engineering basis for decisions that may not initially be received. G. Implementation Strategy o Phasing and prioritization o Rough order-of-magnitude cost estimates o Funding and grant alignment considerations o Short-, mid-, and long-term action items 5. Deliverables At a minimum, deliverables shall include: o Existing conditions summary o Conceptual downtown framework plan o Detailed Traffic Study, including the trail and other modes of transportation o Streetscape and mobility concepts o Utility coordination considerations o Phasing and implementation plan o Final Downtown Master Plan document (digital and print-ready) o Presentation materials suitable for City Commission meetings o Presentation of Master Plan to Governing Body All questions shall be submitted in writing to: Melissa Scherman City of Ottawa -City Clerk Ottawa, Kansas cityclerk@ottawaks.gov 785-229-3
