Professional engineering services will be required on a continuing basis related to the District's capital improvement plan, including stormwater management system, landscaping improvements, hardscape, recreation, utilities, roadway improvements, and other public improvements authorized by Chapter 190, Florida Statutes. The engineering firm selected will act in the general capacity of District Engineer and will provide District engineering services, as required. Any firm or individual desiring to provide professional services must hold applicable federal, state, and local licenses; be authorized to do business in Florida in accordance with Florida law; and furnish a statement of qualifications and past experience on U.S. General Service Administration's Architect-Engineer Qualifications, Standard Form No. 330, with pertinent supporting data. Applicants must submit information relating to the ability and adequacy of their professional personnel, minority business enterprise certification, willingness to meet time and budget requirements, past experience and performance (including with community development districts and with St. Johns County), geographic location of headquarters and offices, current and projected workloads, and the volume of work previously awarded by the District. Each Applicant must identify the specific individual who would handle District meetings, construction services, and other engineering tasks. All applicants interested must submit eight copies of Standard Form No. 330 and Qualification Statement. The Board will select and rank Applicants using requirements set forth in the CCNA and evaluation criteria on file with the District Manager; the highest ranked Applicant will be requested to enter into contract negotiations for a continuing contract. The District reserves the right to reject any and all Qualification Statements. There is no obligation for the District to reimburse Applicants for expenses associated with the preparation and submittal of Qualification Statements in response to this request. Any protest regarding the terms or the evaluation criteria must be filed in writing within seventy-two calendar hours after publication of this Notice. A protest bond with a responsible surety in the amount of Ten Thousand Dollars ($10,000.00) must be provided simultaneously with the filing of the notice.
