The project generally consists of taxiway pavement rehabilitation including crack seal, seal coat, asphalt mill and overlay, and pavement marking application. Bids will be received for a single prime contract on a unit price basis as indicated in the Bid Form. Bidders must be licensed to perform work within the state of Arkansas. Bids shall be accompanied by a bid security in accordance with the Instructions to Bidders, and the successful bidder must furnish Performance and Payment Bonds as per the Contract Documents. All bidders must make good faith efforts as defined by Appendix A of 49 CFR Part 26 to subcontract a minimum of 0% of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals. Federal requirements for federally funded projects apply, including Buy American Preference, Civil Rights Title VI Assurances, Davis-Bacon Requirements, Debarment and Suspension, Lobbying and Influencing Federal Employees, Procurement of Recovered Materials, and Prohibition of Covered Unmanned Aircraft Systems. Bids must remain in effect for 90 days after bid opening. The owner reserves the right to reject any or all bids, to waive irregularities, and to reject nonconforming, nonresponsive, or conditional bids. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt of all addenda.
