Renovation of a military facility in Cannon AFB, New Mexico. Completed plans call for the renovation of a military facility.

The work consists of furnishing and installing a complete, fully operational standalone video surveillance system at Building 848. The contractor shall provide all labor, materials, equipment, supervision, and infrastructure necessary to deliver a closed-network system that operates independently and does not connect to any Government network. The system shall include a network video recorder capable of a minimum of 30-day video retention, multiple high-resolution cameras providing full interior and exterior coverage with no blind spots, and a dedicated workstation with monitors, power over Ethernet switches, uninterruptible power supply, and rack-mounted equipment. Required cameras include 4K dome cameras, 8MP fisheye cameras, and 4K multi-head exterior cameras strategically placed to ensure comprehensive coverage. All cabling, conduit, mounting hardware, junction boxes, and ancillary materials necessary for a complete and functional installation shall be provided. All equipment shall be new, commercially available, and meet or exceed the stated requirements on a brand-name-or-equal basis. Video storage and management shall be locally hosted on the network video recorder, with no Wi-Fi capability, remote access functionality, cloud-based services, manufacturer cloud accounts, or external data transmission enabled or required. Camera placement and system configuration shall be coordinated with the Government prior to installation. Offerors shall submit a detailed bill of materials identifying the manufacturer and model number for all proposed equipment. Contractor personnel accessing the installation shall comply with all Department of the Air Force access, escort, and security requirements, including background checks as required. Attendance at the site visit is strongly encouraged to verify existing conditions and system requirements, and failure to attend will not relieve the contractor of responsibility for accurately estimating the effort and materials required. The contractor shall comply with Section 889 requirements and shall not provide any covered telecommunications or video surveillance equipment or services.
