The City of Pasadena Department of Transportation seeks information from vendors with expertise in software and/or firmware solutions capable of generating Signal Performance Metrics (SPMs) for the Metro A-Line traffic signal network. Solutions should identify and recommend potential traffic signal improvements, surveillance solutions, and hardscape improvements based on those metrics. The proposed systems should include processes for acquiring intersection safety data through analysis of collected information and provide recommendations and operational strategies to support safe, efficient mobility for pedestrians, motorized, and non-motorized vehicles. Solutions should also address congestion along the Metro A-Line adjacent corridors. The system should be capable of recommending safety strategies derived from intersection movement analyses or by employing safety analytics features that evaluate and make recommendations based on intersection movements. Real-time analysis is desired to determine the state of network mobility efficiency, evaluate intersection mobility performance, conduct in-depth analysis of infrastructure, and provide recommendations for needed technologies to improve network efficiency. Vendor products should identify elements needed for interaction with the current City of Pasadena Traffic Management Center infrastructure, specifically the ability to communicate with traffic signal controllers and identify components that can be networked with existing infrastructure.
