In general, the project consists of providing LED Decorative Luminaires/Roadway Luminaires, with a quantity of 210. Instructions to bidders include submitting sealed bids accompanied by either a certified check, cashier's check, or draft for five percent (5%) of the bid amount, or a bid bond for ten percent (10%) of the bid amount. The checks or bonds must be payable to Brookings Municipal Utilities and may be retained as liquidated damages if the successful bidder refuses or fails to enter into a contract within fourteen days of receiving the Notice of Award. Payments will be made in cash upon delivery and acceptance. Bids cannot be withdrawn within thirty days of opening. Brookings Municipal Utilities reserves the right to waive irregularities and reject any and all bids. A South Dakota resident bidder will be given preference equal to that provided by other states or provinces to their residents.
