Consultant services are requested for the development of a Regional Trail Plan to identify a regional network of multi-use trails and shared-use paths connecting communities and regional destinations across Southwest Arkansas. The plan will recommend priority corridors, provide planning-level cost estimates, and outline strategies for phased implementation. Proposals should address qualifications and experience, project team and capacity, work plan and approach, cost proposal, and proximity and familiarity with the project area. Responses must fully address each criterion, and proposals will be evaluated based on total points in the evaluation process. The requirements for submission and instructions for preparing a response are outlined, and responses not fully addressing each criterion will be considered non-responsive and eliminated from consideration.
