Renovation of a transportation facility in Newport, Arkansas. Completed plans call for the renovation of a transportation facility.
The project involves the rehabilitation of the REILS (Runway End Identifier Lights) on each end of Runway 18-36 and the airport beacon. Bids will be received for a single prime contract and shall be on a lump sum and unit price basis as indicated in the Bid Form. Bidders must be licensed to perform work within the state of Arkansas and comply with specific federal requirements for federally funded projects, which are incorporated by reference. These include provisions relating to Buy American Preference, Civil Rights, Davis-Bacon Requirements, Debarment and Suspension, Lobbying, Procurement of Recovered Materials, and Prohibition of Covered Unmanned Aircraft Systems. Bids must be accompanied by a bid security. The successful bidder must furnish Performance and Payment Bonds in accordance with the contract documents. Bidders must download bid documents from the designated online plan room to be included in the Plan Holders List. Addendum numbers must be entered in the Bid Form to verify receipt. Bids may be rejected for irregularities or nonconformance at the discretion of the owner. All contracts and subcontracts incorporate Federal Fair Labor Standards Act provisions. Trade restriction certification and compliance with disadvantaged business enterprise requirements are also required.
