This is a sources sought notice issued for market research purposes to assess the availability and capability of qualified construction contractors for the replacement of the Wiley Oakley Drive Crossover Bridge and associated roadway improvements. The project scope addresses existing bridge deficiencies and improves safety and traffic operations along the Gatlinburg Spur Road through construction of a new grade-separated interchange. Work includes construction of a flyover bridge with substructure, superstructure, and approach roadways; installation of new on- and off-ramps to improve northbound and southbound acceleration and deceleration lanes; and intersection improvements at Wiley Oakley Drive with Westgate Resort Road and Banner Road. The project also includes full pavement reconstruction along Gatlinburg Spur Road, Wiley Oakley Drive, Banner Road, and Westgate Resort Road; construction of retaining walls; drainage improvements; installation of guardrail, pavement markings, regulatory and Uniguide signage; execution of a Transportation Management Plan to maintain traffic during construction; relocation of underground utilities across the Little Pigeon River; installation of a new pump station; demolition of the existing at-grade crossover bridge and obliteration of existing roadway approaches; and other miscellaneous work. The work is anticipated to be structured with a base contract and multiple optional bid schedules covering bridge substructure, superstructure, demolition, and utility relocations.
