The Town of Waterford is requesting proposals and pricing quotations from qualified contractors for, among others, wastewater or storm water system minor repairs, or minor new construction. The work may include open cut or no-dig repair or replacement of sewer piping, spot lining, segmented lining, or gel injection repairs; repair or replacement of sewer manholes or their components; installation of sewer laterals on public property; assistance with equipment and/or personnel for work at the field or pumping stations; repair or replacement of storm water pipes, catch basins, or related infrastructure; and repair of water pipes or other waterworks related appurtenances at Town-owned properties. Other minor infrastructure repairs may also be requested by the Waterford Utility Commission or other Town departments. Projects will occur at various locations within the Town and should adhere to applicable Construction Standards and Specifications or as directed by the requesting department, with necessary field adjustments made to complete the work. The contract is for on-call services for limited scope projects under $35,000 each, with potential for emergency work to exceed this amount. The contractor is to provide all labor, supervision, equipment, tools, miscellaneous materials (not supplied by the Town), and technical expertise to accomplish the work. All proposals must conform to the specified format. Submission requirements include a pricing proposal sheet, non-collusive certification, affirmative action statement, and non-conflict affidavit. The contractor must be registered in the State of Connecticut with the appropriate licenses. The contract may not require performance or payment bonds but the contractor must comply with bonding requirements if needed by other departments, agencies, or the State. For each work project requested (except emergencies), the Town will request a written cost proposal, including a description of the work, staffing, hours, and estimated materials; work will proceed only upon receipt of written notice to proceed. The contractor must adhere to all applicable environmental, safety, and permitting regulations, maintain required insurance, and provide daily work logs as specified. All contract pricing is to be inclusive of labor, materials, tools, equipment, overhead, transportation, insurance, profit, permitting, taxes, and other related costs. The Town reserves the right to award to one or more contractors and to add or delete work quantities, with work subject to change at any time. The Town may utilize other contractors for similar work at its discretion without terminating the contract.
