Green Infrastructure Project 1-1: Mill Creek Park Phase 2 - Retention Ponds (10%) MBE participation and (10%) WBE participation. The work to be performed under these Construction Contract Documents is generally described as follows: The Water Services Department (WSD) of the City of Kansas City (City) Missouri intends to build a stormwater management system within Mill Creek Park to reduce combined sewer overflows at Outfall 017 in the Bush Creek Basin, per the requirements of the Federal Consent Decree pertaining to the City's Overflow Control Program. The stormwater management system will utilize Green Stormwater Infrastructure (GSI) and consists of four bio-retention ponds and one underground storage basin. Mill Creek Park is located southeast of the intersection of W. 43rd Street and Mill Creek Parkway and is generally bound by the park limits with the "trail loop" serving as the southern limits of construction. The proposed GSI will collect stormwater from 43rd Street and 44th Street and control release rates into the combined sewer running through the project bounds. Opti real time controls will control an attenuated valve and meter GIS outflows to prevent combined sewer overflows. City will not issue a Notice to Proceed prior to July 13, 2026
