The Town of Greenwich is seeking qualified professional engineering firms to provide architectural and engineering services for Water District No. 1 – Drinking Water Infrastructure Improvements. The scope of work includes planning, funding support, design, permitting, bidding, construction administration, and grant compliance. The services required are: - Pre-award and funding support: Review existing reports, optimize funding application scoring, prepare and update funding applications and technical documentation, coordinate with funding and regulatory agencies, and assist with project documentation. - Engineering design and permitting: Final design of water transmission and distribution improvements, tank siting and design, pump station design, hydraulic modeling, preparation of plans, specifications, and cost estimates, and permitting with relevant agencies. - Bidding and award phase: Assist with bid advertisement and solicitation, prepare bid documents, attend pre-bid meetings, review and tabulate bids, recommend awards, and assist with contract execution. - Construction administration and observation: Administer construction, review shop drawings/submittals, respond to RFIs, review change orders, conduct site visits and meetings, prepare record drawings, and manage project closeout documentation. - Funding and grant compliance: Prepare compliance documentation, coordinate with funding agencies for reimbursements, support Davis-Bacon and AIS compliance, MWBE/DBE coordination, assist with procurement certifications, and complete project closeout and reporting. Instructions to bidders include: - Do not submit price information. - Submit electronically a firm overview, key personnel resumes, list of similar projects, detailed experience with funding programs and grant compliance, three client references, a compliance statement with 40 U.S.C. 1101 et seq., and a proposed project team structure. Responses from NYS Certified Minority and Women-Owned Business Enterprises and Disadvantaged Business Enterprises are strongly encouraged. The Town reserves the right to reject any or all submissions, waive informalities, re-issue the RFQ, or select/not select any firm.
