Site work and paving for a mixed-use development in Binghamton, New York. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The project scope will include at least the following: 1. Complete bid-ready construction drawings for all roadway, utility and streetscape improvements along both project segments. The design will be produced as a unified effort for the full corridor, with drawings organized to allow the two segments to be bid separately. 2. Evaluation of existing underground utility infrastructure, including water, sewer, stormwater and private utility systems, with recommendations for replacement or improvement as part of the project design. Coordination with NYSEG regarding utility relocation and replacement is a core responsibility of the selected firm for the downtown segment. 3. Complete streets and road diet analysis and design for the northern segment, including lane configuration, bicycle accommodations, pedestrian crossings and intersection safety improvements. 4. Traffic calming design integrated throughout both segments, with specific measures to be determined through the design process in coordination with the City. 5. Coordination of at least one public engagement session to gather community feedback on design alternatives. 6. Coordination with the City's Commission on Architecture and Urban Design (CAUD) for the downtown segment, which is located within a historic district. Coordination with the New York State Historic Preservation Office (SHPO) if required. 7. Preparation of detailed cost estimates at appropriate design milestones. 8. Identification of applicable state and federal grant and funding programs, including Transportation Improvement Program (TIP) and Transportation Alternatives Program (TAP) sources, and support to the City in preparing grant applications as opportunities arise. 9. Coordination with all applicable municipal, state and utility stakeholders throughout the design process. 1. This request for qualifications does not commit the City to award any contract to pay any costs incurred in the preparation of the submittal, interview/presentation, or to procure or contract for services. The City will require the firm selected to negotiate concerning the fee or the nature and extent of technical services to be provided. The results of such negotiation shall be incorporated into the contract between the City and firm. 2. The City reserves the right to ask for additional information and to consult references as may be necessary to judge the qualifications and ability of the firm. 3. All information and materials submitted will become the property of the City. This RFQ does not commit the City to award a contract or contracts or to pay any cost incurred in the preparation of a proposal in response to this request. 4. The City reserves the right for any reason at its sole discretion to cancel in part or in its entirety this RFQ. 5. The City reserves the right to make modifications and issue addenda to the terms and conditions of this RFQ. 6. This RFQ and/or the selection of a firm does not create any contractual rights or obligations whatsoever with the City, whether by this RFQ or pursuant to any other understanding, written or oral. The method of Contractor Selection has not been Determined at this time. Requests for proposals for design services is underway.
