Washington County seeks a contractor to provide as-needed exterior cleaning services, including power washing and graffiti removal, solar panel cleaning, and window washing for various County-owned and leased facilities. The contractor is required to supply all labor, supervision, tools, equipment, materials, cleaning products, and incidentals necessary to perform the work to specified standards. Services must be scheduled and coordinated through the Contract Administrator. Work must be conducted in a manner that does not impede County operations or endanger the public or employees. All work must comply with applicable safety regulations, and contractors must use safety barriers as needed and provide necessary PPE. For pressure washing, services include cleaning exterior flat surfaces, vertical surfaces, structures, and various site amenities. The contractor must have the ability to remove graffiti using sustainable products when possible and report areas needing repainting. The equipment must access building exteriors up to at least 100 feet tall, and water must be prevented from intruding into sensitive areas. Solar panel cleaning is provided on an as-needed basis, one to four times per year at designated locations, with all products used requiring safety data sheets and adherence to safety regulations. Window washing includes both interior and exterior windows and requires all necessary equipment, including lifts or scaffolding. Services are scheduled one to four times per year, and all windows must be left clean, free of streaks and residue, with incidental cleaning of minor surface contaminants. Limitations of scope include exclusion of prep work for painting or repairs, mechanical surface alterations, and construction activities requiring licensed contractors or triggering prevailing wage requirements.
