Work consists of the rehabilitation of Taxiway A and N edge lighting circuits, including conversion of edge lighting to LED, 5kV cable replacement, undistributed conduit and base can repairs, and necessary incidentals to complete the work as detailed on the Contract Drawings and specified in the Contract Documents. The contractor shall provide all labor, equipment, and material necessary to complete the work. All work is located at the South Bend International Airport, 4477 Progress Drive, South Bend, IN 46628. Bids shall be properly executed and addressed to the specified address, together with the documents required by the bid forms, specifications, and related legal documents contained in the Contract Documents. Bidders are required to be a plan holder of record having obtained the contract documents through the office of the Engineer, or their bids will be deemed non-responsive. No bidder may withdraw their proposal within a period of 120 days following the date set for receiving of bids. The Owner reserves the right to retain any and all bids for a period of not more than 120 days, waive informalities, and to award the Contract to any Bidder to the advantage of the Owner or to reject all bids. A bid bond or certified check equal to five percent (5%) of the total bid is required. A Performance Bond and Payment Bond each in the amount of 100 percent of the Contract price will be required. Each bid must be accompanied by a financial statement, a statement of experience, a proposed plan or plans for performing the public work, and a list of available equipment for the project, submitted on forms prescribed by the State Board of Accounts, including Bid Forms 96, together with a required non-collusion affidavit. Wage rates for this project shall not be less than the prescribed scales as determined by the most recent Wage Rate Decision of the Secretary of the U.S. Department of Labor. The DBE goal percentage shall be 0.0%.
