The City of Bismarck Public Works Utility Operations Department requests written qualifications from licensed and bonded contractors with the City of Bismarck to be placed on a prequalified list for homeowners to solicit bids for replacement of their property’s lead or galvanized service line in compliance with Federal Environmental Protection Agency and North Dakota Department of Environmental Quality Lead Service Line Replacement requirements. Bidders are required to comply with American Iron and Steel requirements of the Consolidated Appropriations Act, 2014, Davis-Bacon prevailing wage requirements, and Title 40 CFR Part 33 concerning the utilization of Minority Business Enterprises, Women’s Business Enterprises, and Small Business Enterprises. MBE and WBE participation goals are 2% and 3% of the total dollar value of the project, respectively, and bidders must include the MBE/WBE subcontractor solicitation form. Trenchless construction methods must be used for the replacement of lead or galvanized service lines, and firms must demonstrate experience with trenchless technologies specific to water service lines in urban, suburban, and/or constrained environments. Written qualifications must include a Contractor's License with the State of North Dakota, Bonding with the City of Bismarck, Certificate of Liability Insurance, LSLR Compliance Acknowledgement Form, Certification Regarding Disbarment, Suspensions and Other Responsibility Matters, MBE/WBE Subcontractor Solicitation Information Form, Notification of Subcontracts Awarded Form, and Experience and Performance data. All contractors who meet the qualifications will be placed on the prequalified list and must maintain their status to remain on it.
