Furnish all equipment, labor, and materials and perform all work incidental to the Automated Weather Observing System (AWOS III-P) at Miller Municipal Airport, Miller, South Dakota. The primary work includes mobilization, construction safety phasing plan, temporary phasing work, electrical, demolition work, installation and commissioning of the AWOS III-P system, work at the GA Terminal/SRE Building, vault building work, various lengths and types of electrical wiring installed in conduit, removal and disposal of existing cable and conduit, trenching and backfilling or plowing for conduit, installation of non-encased electrical conduit, cable markers, and junction boxes, as well as other related construction items. Each bid must be accompanied by a certified check, cashier's check, or draft in the amount of five percent (5%) of the total bid, or a ten percent (10%) bid bond. Payment and performance bonds are required for one hundred percent (100%) of the contract amount. The contractor must begin work within ten days of the notice to proceed and complete it within the specified time frame. Compliance with Title VI of the Civil Rights Act, federal labor laws including minimum wage rates, affirmative action standards, debarment regulations, foreign trade, and Buy American requirements is mandatory. The City reserves the right to reject any or all bids or waive informalities. Bidders and their subcontractors must provide certifications regarding debarment, foreign trade restrictions, and Buy American compliance.
