Renovation of a military facility in Neah Bay, Washington. Completed plans call for the renovation of a military facility.
The contractor shall provide all personnel, labor, materials, equipment, transportation, and supervision necessary to perform a complete recharge and recertification of the CO2 fixed fire suppression system aboard a 47-foot Motor Lifeboat, Hull Number 47232. The system was discharged in the engine room and must be restored to full operational status to return the vessel to mission readiness. Services shall be performed in accordance with all applicable U.S. Coast Guard policies, manufacturer technical manuals, and federal safety, environmental, and regulatory requirements. All work shall be completed by technicians certified to service this type of fire suppression system, and all replacement parts shall be Original Equipment Manufacturer components unless a written deviation is approved by the Government. The work includes a visual inspection of all system components, including cylinders, hoses, nozzles, and activation mechanisms, and the safe removal of two 25-pound CO2 cylinders for servicing. The contractor shall perform DOT-compliant hydrostatic testing on both cylinders, stamp the new test date as required, and immediately notify the Government if any cylinder fails testing. Upon successful testing, the cylinders shall be recharged to the manufacturer's specified weight and pressure, seals or washers replaced as required, and the cylinders securely reinstalled aboard the vessel. All system components shall be reconnected, and the integrity of all connections verified. Upon completion, the contractor shall conduct operational testing and demonstrate proper system functionality to a U.S. Coast Guard representative. If discrepancies or required repairs outside the scope of this work are identified, the contractor shall notify the Unit Point of Contact and submit a written Condition Found Report detailing the issue, recommended corrective action, cost estimate, and schedule impact. No additional work shall be performed without written Government authorization. Deliverables shall include an itemized invoice, a detailed service report, and copies of DOT-compliant hydrostatic test certificates for each cylinder. All work shall be completed within five business days of contract award and performed during normal duty hours unless otherwise coordinated.
