Proposals are requested for the provision of services for the reduction of energy consumption and for maintenance and operational services on an energy performance contracting basis at school buildings and facilities owned by the District. Specifically, the ESCO selected as a result of this RFP will be expected to A. Project Parameters Provide comprehensive energy services for buildings and facilities serving the school district, including but not limited to: 1. Performance of a comprehensive energy audit. (C.E.A.) 2. Services in connection with the design and specification of equipment and systems to be used in providing energy efficiency services. 3. Procurement and installation of new equipment and refurbishing existing equipment. 4. Commissioning of the equipment. 5. Preventive and emergency maintenance and servicing of the equipment installed. 6. Staff training. 7. Services in connection with arrangement of financing of the equipment. 8. Energy savings performance guarantees. 9. Identification of available financial incentives or rate reductions. 10. All paperwork necessary for obtaining a State Education Department building permit and assistance in obtaining State Building Aid and any other form of energy aid available. The Wyandanch Union Free School District is issuing this Request for Proposals (RFP) for the selection of an Energy Services Company (ESCO). You are invited to submit a proposal in accordance with this RFP. Sealed proposals are requested for an Energy Performance Contract involving general construction work. Proposals must adhere strictly to bid form and specification requirements. Bidders must obtain contract documents through the designated source to be considered official plan holders. A certified check or bid bond equal to ten percent of the total bid must accompany each proposal, serving as a guarantee to enter into and faithfully perform the contract if selected. Bidders may be required to show certification of their bonding company. There is a scheduled pre-bid walk-thru, not mandatory but recommended for all potential bidders. The contract will be awarded to the lowest responsible, qualified bidder who meets all technical, budget, specification, and reference requirements to the satisfaction of the Board. The Board reserves full rights to reject any or all bids, waive informalities, and accept proposals or alternatives in the best interest of the School District. Bids must be held valid for forty-five days after opening. Bids must be submitted in sealed envelopes with proper identification. Requests for information must be submitted in writing or electronically by the specified deadline, and responses will be issued by addendum.
