Market research is being conducted to identify qualified firms capable of supporting a potential seven-year Single Award Task Order Contract to perform pre-design and full design services for development of a secure, ICD-705-compliant compound in support of Space Forces Central Command requirements and the Al Udeid Air Base 2040 Strategic Master Plan. The effort includes completing Planning Charrette Report II with a DD Form 1391 and performing required geotechnical surveys to support design development. The scope of work encompasses the planning and design of a secure administrative headquarters building classified as a Combat Center Building, along with all necessary ancillary and supporting facilities to create a complete and usable secure campus. Supporting facilities may include secure warehouse and general-purpose storage facilities, access control points and guard houses, antenna yards and shelter buildings, multiple unit buildings, secure perimeter fencing, intrusion detection systems, and closed-circuit television surveillance for the compound perimeter. The work also includes the planning and design of all site and building utility services required to support the compound, such as potable and non-potable water systems including fire protection, electrical distribution systems, surface water management, sanitary sewer systems with lift stations and pumps, secure and unclassified communications networks, substations, backup generators, fueling operations, and chilled water systems. In addition, all associated site development is anticipated, including demolition as required, site preparation and grading, paved and gravel vehicle circulation networks, military and personal vehicle parking areas, pedestrian circulation, sunshades, concrete pads, coordinated shelters for base circulation services, curbs, gutters, sidewalks, ancillary hardscapes, and xeriscaping. Any additional work necessary to deliver a complete, functional, and operational secure facility, even if not specifically identified, is anticipated to be included as part of the overall design effort.
