The primary objective is to assess market capability, capacity, and interest in delivering the project. The preferred approach is an Engineering, Procurement and Construction (EPC) model; however, respondents are asked to consider a modified EPC structure that enables separate pricing of discrete work packages based on scope definition and associated risk profiles. Manitoba Hydro has identified a need for about 750 MW of new dispatchable capacity, specifically combustion turbines constructed to support system reliability during drought and stress events while operating less than 5% of the time on average. The turbines will provide operational flexibility, transmission support, and future adaptability for alternative fuels.
