It is the intent of these specifications, terms, and conditions to describe as-needed Foam Fire Suppression System Inspections, Maintenance, and Repair Services at the Alameda County Household Hazardous Waste collection facility located at 2100 E. 7th St. in Oakland being requested by the County. The County seeks a Contractor to perform routine maintenance, testing, inspection, and as-needed repair services for the Foam Fire Suppression System at this facility. Services include keeping the equipment functional, safe, and continually usable, in accordance with applicable codes and standards, including NFPA 25. The Contractor must possess a California C-16 Fire Protection contractor’s license, demonstrate at least two years of experience in providing foam fire suppression system services, and adhere to all necessary permits, licenses, and credential requirements. Contractor responsibilities include annual inspections of Foam and Wet systems, annual foam sample testing by a third-party lab, full containment and disposal of any agent or solution released during testing (ensuring nothing enters any drains), inspection reports and proposals for any deficiencies, advising the County Site Supervisor of necessary repairs before work proceeds, and performing all work during business hours unless otherwise required. Proposals must be submitted electronically through the County's procurement portal, include the completed Bid Response Packet and all required documentation, and pricing must be entered on the County-provided Excel Bid Form. Only one bid submission per entity is permitted. All bid proposals must remain open to acceptance for at least 180 days. Proposals must conform to the requirements listed, and incomplete or late proposals may be rejected.
