Winnebago County is soliciting proposals for Lead Abatement Services from qualified contractors to be provided for private residences through the Lead-Safe Homes Program administered by the State of Wisconsin. This request for Proposals (RFP) is specifically for the property at 511 W Lincoln Ave Oshkosh, WI. Questions/Inquiries Submission Deadline: 4/13/2026, 3:00pm All questions, inquires, or requests for clarification regarding this RFP shall be emailed to bids@winnebagocountywi.gov and shall be submitted prior to the date and time listed above in the RFP Schedule. Only questions answered by formal addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Scope The details of the work to be performed is contained within Lead-Based Paint Risk Assessment Report attached as a separate PDF document. The information in the Lead-Based Paint Risk Assessment Report and the Project Scope of Work and Cost Estimate Request (Proposal Form), along with an onsite inspection shall be the basis to determine the scope of work for the project. All items, details of construction, services or features not specifically mentioned which are regularly furnished in order to provide the Services shall be furnished at the prices proposed and shall conform in strength, quality and workmanship to that usually provided by the practice indicated. The Contractor is responsible for taking all measurements necessary to provide a Proposal. Work must begin before the risk assessment expires. Time is of the utmost importance; interior work relocates families while being completed and must be deemed acceptable by Winnebago County per job requirements.
