Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The project generally consists of the following major items: 1. Conversion of the existing two-way roadway to one-way with on-street angled parking. 2. Roadway widening and overlay. 3. Installation of 10' wide , 6" thick concrete sidewalk with brick pavers. 4. Installation of 24" curb and gutter. 5. Driveway reconstruction and traffic control throughout construction. 6. Storm drain installation. 7. Signing and pavement markings. 8. Landscaping and streetscaping. 9. Site grading and stabilization of disturbed areas with temporary and permanent erosion control measures. 10. Water and sewer main and service installation. 11. Coordination of overhead to underground utility conversion and lighting installation. The deadline for questions is 5:00 PM local time on Friday, April 24th, 2026. All questions concerning the project shall be addressed in writing by email to Mr. Brad Robinson, with Practical Design Partners, LLC, at brobinson@practicaldesignpartners.com. Questions received after that date may not be addressed. Answers to questions in writing will be provided in an Addendum and posted on the City's website. The time allowed for Substantial Completion is 540 calendar days, and the time allowed for final completion and readiness for final payment is 630 calendar days from the date of commencement. Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the OWNER for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal amount . The Owner reserves the right to reject any or all Bids, to waive informalities and re-advertise.
