Site work and paving for a road / highway in Springfield, Ohio. Completed plans call for site work for a road / highway; and for paving for a road / highway.
Bidders must be pre-qualified by the Ohio Department of Transportation and possess a current Certificate of Qualification for the applicable work classifications (Work Types 9, 10, 13, 16, & 39) being bid, even if these items will be sublet. Sub-contractors must be pre-qualified for all applicable work types being sublet, including but not limited to Work Types 9, 10, 11, 13, 16, 38, 39, 41, and 45. Work types are listed in ODOT's Work Type Definitions. Conditional bids will not be accepted. The prime contractor must perform not less than 50% of the contracted work with their own forces. Each proposal must contain the full name and address of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of experience on projects of similar size and complexity. The project is to be completed in 75 calendar days, but no later than September 25, 2026. Contractors and subcontractors must, to the extent practicable, use Ohio products, materials, services, and labor. Contractors must comply with requirements for equal employment opportunity under Ohio regulations and executive orders. Each bid must be accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security in Bond form must be in the full amount of the bid and issued by a surety licensed in Ohio. Bid security by certified or cashier's check must be equal to 10% of the bid. Bidders on contracts exceeding $100,000 requiring prevailing wages must submit their two most recent financial statements, certified by a licensed CPA, within seven days after bid opening date and certify compliance with the County's financial requirements and quality contracting standards. Bidders must also submit a bid bond, Non-Discrimination Provision, Non-Collusion Bid Affidavit, Affidavit 3517, Personal Property Tax Statement, and Quality Contracting Standards Certification. The successful bidder must submit a contract bond and meet the County's insurance requirements. Bidders must comply with State of Ohio Prevailing Wage rates as determined by the Ohio Department of Commerce. The County reserves the right to reject any or all bids and to waive defects that do not materially alter the bid document. Any request for interpretation of the CONTRACT DOCUMENTS must be made in writing to the Clark County Engineer, 4075 Laybourne Road, Springfield, Ohio 45505 or by email addressed to rmcclure@clarkcountyohio.gov; and will be answered by issuance of an ADDENDUM that will be transmitted to each person receiving a set of CONTRACT DOCUMENTS. Pre-bid questions and requests for information must be received no later than 3:30 p.m. on Thursday, April 9, 2026.
