The purpose is to obtain a contractor to provide labor, supervision, equipment, and materials, where specified, for the construction of a new Feeder 7 and a three phase line extension to the existing Feeder 1. The work includes overhead and underground line work, excavation, backfill and restoration, and duct and vault installation, to provide service to a large commercial distribution warehouse in the City of Ellensburg. All bid proposals must be accompanied by a bid proposal deposit in a cashier's check or surety bond in an amount equal to five percent (5%) of the amount of the bid proposal. The successful bidder must enter into a contract and furnish a satisfactory performance bond within the time stated in the specifications, or the bid proposal deposit will be forfeited. The contractor must be qualified as stated in Division 2 Section 2.3 to be eligible to bid. City-provided materials are identified in Division 2 Section 2.14. Responsibility and competency of bidders and their subcontractors will be considered in making the award. No bid may be withdrawn after the hour set for opening or before award of contract, unless the award is delayed for more than sixty days. The engineer's estimate for the project is $1,569,000 to $1,734,000, including tax..
