The work includes, but is not limited to, approximately 1,900 tons of Asphalt Concrete Pavement, 20,920 linear feet of Longitudinal Pavement Markings-Paint, and other related work. The successful bidder shall meet the highest applicable industry standards in providing this scope of work. Prequalification with the State of Oregon is required to submit a bid in the classification of ACP-Asphalt Pavement Paving and Oiling Only. All bids must be accompanied by a Bid Bond equal to ten percent (10%) of the total bid. A one hundred percent (100%) Performance and Payment Bond will also be required. The surety must be duly authorized and licensed to transact surety business in Oregon. This work is a public work subject to ORS 279C.800 through 279C.870 (Prevailing Wage Rates), but is not subject to the Davis-Bacon Act (40 U.S.C. 276a). Each bidder must deliver a "First Tier Subcontractor Disclosure Form" by no later than 4:00 p.m. local time on the specified date. This form must be submitted in a separate sealed envelope, clearly marked as "Disclosure Form for the Polk County -- 2026 Overlay" with the date, time, and bidder's name. Bidders failing to submit the form will be considered non-responsive. Bids must be clearly marked with the project name, date, time, and bidder's name, and delivered to the specified address by the deadline. Bids from bidders not registered on the "Plan Holders" list will not be considered. The owner reserves the right to postpone the award, delete items from the bid, and award the contract to the lowest responsible bidder. The owner may reject any bid not compliant with public contracting procedures or for good cause in the public interest.
