The work involves improvements to Rooke Field Airport (RFG) in Refugio County, Texas. The base bid is to construct a fuel farm. Add alternates include the installation of above-ground AvGas and Jet-A fuel storage and delivery systems in the following configurations: 8,000, 10,000, and 12,000 gallon capacities for each type. Each bid must include a Bid Bond of at least five percent of the total maximum singular bid schedule made payable to Refugio County, Texas. Bidders must supply all information required by the proposal forms and specifications, and must bid on all items of every schedule. No proposal may be withdrawn for ninety calendar days from opening. Refugio County, Texas reserves the right to waive any informality in, or to reject any or all portions of, the various bid items. The Owner reserves the right to reject any bid submitted and select any award scenario. Contract performance is set at 180 calendar days for the material procurement phase and 60 calendar days for the construction phase, with all project work to be substantially completed within the stated timeframes. Shifting of contract time between phases will not be permitted. Award scenarios include various combinations of the base bid and add alternates. The contract is subject to various federal requirements, including Affirmative Action, Buy American Preference, Civil Rights Title VI, Davis Bacon Act, Debarment and Suspension restrictions, DBE, Federal Fair Labor Standards Act, Federal Employee Lobby restrictions, requirements for procurement of recovered materials, and Trade Restriction Certification.
