Bids must be submitted via Bid Express. Handwritten bids or bids generated from any software other than Bid Express will not be considered. Plans, specifications, and general instructions are available from the specified link. Each bid submission requires a certified or cashier's check for five percent of the bid amount (not exceeding fifty thousand dollars) or a bid bond for ten percent, payable to the City of Fairlawn. Copies of checks or bid bonds must be attached to the online bid, and original checks must be delivered by 10:00 A.M. on the bid opening date. This is a federally funded project, and all bidders must comply with prevailing wage rates and applicable federal-aid project provisions. Wage classifications and rates are to be used as determined by the USDOL at the time of project sale. The City reserves the right to reject any or all proposals, waive technicalities, or advertise for new proposals if deemed in the City's best interests. Pre-qualification requirements: Bidders must apply for prequalification with the department at least 30 days before the bid opening date (for joint ventures, 5 days if both are currently prequalified). Bidders must possess a valid Certificate of Qualification at the time the bid is submitted and should provide a copy with the bid.
