The Design/Build Contractor shall complete the under-construction rehabilitation of Parking Lot 9, including perimeter security, parking lot resurfacing, sink hole investigation and remediation, electrical work, and landscaping. The perimeter security work is part of a larger, phased security enhancement that will ultimately surround and protect the Jamie L. Whitten Building, a Level IV facility. Materials currently stored on site include shallow footed bollards with bollard covers, deep footed bollards, and granite curbs. The bollards, manufactured by Guardiar, were designed to meet an M50/P1 crash rating. The Design/Build Contractor is responsible for verifying quantities and determining the suitability of stored materials for reuse. A site visit is required prior to bid submission. Due to the Washington Metropolitan Area Transit Authority (WMATA) Orange, Blue, and Silver lines running approximately 6 feet below the parking lot, the successful contractor shall immediately coordinate with WMATA engineering staff to resolve all outstanding issues. Construction documents dated April 16, 2021 will be included with the future solicitation but are incomplete and must be updated to reflect actual site elevations, particularly along the north border, to ensure bollards extend 36 inches above grade. Construction began in 2024 but was halted after sink holes developed adjacent to the WMATA elevator. The contractor shall determine the full extent of sink holes throughout Lot 9 and develop a remediation plan approved by the Department and WMATA. Langan, geotechnical engineers, investigated the sink holes using ground penetrating radar and soundings and proposed remediation in their final report dated January 28, 2026, which will be provided with the solicitation. Section 106 Historic Preservation authorities approved the 2021 design, and major design changes requiring re-approval are not anticipated. There are no restrictions on work hours, and project completion is required within eight months of contract award. Location: Jamie L.
