** As of May 15, 2026. Project has not yet been awarded and the timeline for award is this July 2026 ** The project consists of the purchase and installation of a 500kW stationary diesel generator. The work also includes, but is not limited to, installing a concrete pad, electrical work, an automatic transfer switch, and all other necessary appurtenances for a fully operational system. The following requirements apply to bidders: - The bid must be submitted using a two-envelope system. Envelope No. 1 must have the bidders name and address, the contract being bid on (Wastewater Treatment Plant Generator), and indicate receipt by the City of Point Pleasant. Envelope No. 2, labeled Bid Proposal, must be placed inside Envelope No. 1. - Envelope No. 1 will be opened first to check for compliance with the bid opening requirements. Only if these documents are in order will Envelope No. 2 be opened and read aloud. If not in order, the bid is returned as non-responsive. - Bidders may not withdraw their bid for ninety (90) days after the opening date. - Bids must be accompanied by a certified check or bid bond payable to City of Point Pleasant in an amount equal to five percent (5%) of the base bid. - Contractors must provide a Drug Free Workplace Certification in accordance with WV Code 21-1D-5. - All bidders must have a West Virginia Contractors License per Section 30-42-12 of the West Virginia Code. - The use of businesses listed on the System for Award Management (SAM) at www.Sam.gov (per 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180) is not permitted. - Bids submitted after the scheduled closing time will be returned unopened. - The City of Point Pleasant reserves the right to reject any and all bids. - For bid submittal, qualifications, procedures, and contract award details, refer to the Instructions to Bidders included in the Bidding Documents. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders.
