The work includes, but is not limited to, the construction of approximately 8,900 linear feet of 6-inch PVC, 540 linear feet of 6-inch directional drill; hydrant assemblies and valves; and approximately 25 linear feet of 3/4-inch service tubing and meter pits for new customers, along with all necessary related work. Bids must be submitted in a single, large envelope labeled with the Bidder's name, address, project name, and project number. If mailed or delivered, the envelope should have 'BID ENCLOSED' on the face. Bids delivered by mail or other delivery systems must arrive by the stated date and time. The successful bidder must comply with President's Executive Order No. 11246 as explained in the contract, federal wage rates under the Davis-Bacon Act, and Disadvantage Business Enterprises and Affirmative Action Requirements outlined in the contract documents. Bidders are required to make efforts to subcontract a portion of the contract to Disadvantaged Business Enterprises in accordance with the six affirmative steps in 40 CFR 33.240. Each proposal must include a Bid Guaranty and Contract Bond as per Section 153.54 of the Ohio Revised Code, issued by a Surety Company licensed in Ohio. No bid may be withdrawn for ninety days after opening. The owner reserves the right to reject any and all bids or to increase, decrease, or omit any item or items, and/or award to the lowest and best bidder. QA date - 4-24-2026 All questions about the meaning or intent of the Bidding and Contract Documents are to be directed to the OWNER in writing. Interpretations or clarifications considered necessary by the OWNER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by the OWNER as having received the Bidding Documents. Questions received less than 10 days prior to the date for opening of Bids may not be answered.
