Sealed bids are requested for providing refuse collection and disposal services on an exclusive contract basis to all residential properties within the city, excluding apartment complexes, for a three-year period with an optional extension of up to three additional years in one-year increments. Bids must be submitted in a sealed envelope marked "REFUSE COLLECTION BID" and accompanied by a bid guaranty of $100,000 in the form of a bid bond, certified check, cashier's check, or letter of credit. The successful bidder is required to provide a surety bond of $250,000 for faithful performance over the contract term and possible extensions. Bids must be submitted on the city's bid form. The bid packet must include: Invitation to Bidders, General Specifications and Instructions to Bidders, Sample Service Agreement, Qualifications and Financial Capability Statement, Information Regarding Solid Waste Disposal and Recycling Services Facilities, Form W-9, Corporate Affidavit, Non-Collusion Affidavit, Personal Property Taxes Affidavit, Bid Guaranty for Collection Services, and Bid Response Form. The city reserves the right to accept or reject any or all bids, waive irregularities, and award the contract to the lowest and best bid in its sole opinion.
