Each bid is to be submitted on the basis of cash payment for the work and is to be enclosed in a sealed envelope addressed to the Executive Director. Each bid shall be accompanied by a Bidder's Bond in a sum equal to 5% of the full amount of the bid, executed by the bidder as principal and by a surety company authorized to do business in this State, conditioned that if the principal's bid be accepted and the contract be awarded, the bidder will, within 10 days after Notice of Award, execute and effect a contract in accordance with the terms of the bid and provide a Performance and Payment Bond in the amount of 100% of the Contract Price with a corporate surety approved by the Owner. The work shall be substantially completed by October 10, 2026, and finally completed by October 24, 2026 If any person contemplating submitting a proposal is in doubt as to the true meaning of any part of the drawings, specifications, or other contract documents, or finds discrepancies in or omissions from the drawings of specifications, he may submit to the Engineer a written request for an interpretation or correction thereof.
