Request for Sealed Electronic Bid #20250199 is for Construction Services for the NW Volusia Drive Sidewalk Project LAP Funded. Specifications may be obtained from OpenGov at www.cityofpsl.com. Bid packages received from any other source are at the vendor's risk. Question Deadline 04/17/2026 at 5:00 PM ET All questions concerning this IFB must be submitted in writing on the OpenGov Platform during the Question and Answer open period. Initial Assessment and Documentation Conduct a detailed site inspection to assess the extent of fire, smoke, soot, and/or water damage. Document existing conditions, identify affected materials, and develop a restoration plan. Coordinate with the owner, insurance representatives, and other stakeholders as required. A. Staffing 1. Vendor shall: a. Provide Remediation and Restoration services for all the District's properties. b. Provide adequate staffing to perform the work in the specifications in remediation and restoration, routine service calls, emergency service calls, and other services as described. c. Assign an Account Manager to the District that will supervise the crew that are assigned to these areas. d. Familiarity with and experience in the service delivery of routine and/or emergency water extraction services and disaster recovery services as evidenced by submitted examples e. Responsive respondents must have an IICRC (Institute of Inspection Cleaning and Restoration Certification) certification for professional water damage restoration, and FSRT (Fire and Smoke Recovery Technician) through IICRC. Such certification shall remain in good standing for the term of the agreement. Any costs associated with obtaining and/or maintaining any/all necessary certification(s) shall be incurred by the supplier(s). The Institute of International Cleaning and Restoration Certification (IICRC) is an accreditation given by the American National Standards Institute (ANSI). The ANSI sets the standard that addresses the water damage restoration process for best practices in remediation and safety. f. Responsive respondents must have, employed at all times, a certified Fire and Smoke Recovery Technician through The Institute of International Cleaning and Restoration Certification (IICRC). Such certification shall remain in good standing for the term of the agreement. Any costs associated with obtaining and/or maintaining any/all necessary certification(s) shall be incurred by the supplier(s). The ANSI sets the standard that addresses the water damage restoration process for best practices in remediation and safety. g. Further, responsive bidders shall provide with their bid submittal a minimum of 3 (three) client references evidencing proof of experience and proficiency in performing services similar to the services that are within the scope of work that is the subject of this solicitation. References shall include the name of each business/entity, identified point of contact, address, phone number, and email address. h. Provide all transportation, labor, materials, tools, equipment, and supervision necessary to maintain repairs at the District sites listed in Services Locations as specified herein. i. Perform all work in a first-class professional manner in accordance with the plans, specifications, and recommendations of the equipment and material manufacturers, governing codes, and instructions by the district. j. Obtain a clear understanding of the scope of work for each work assignment or service call. 2. Account Manager, responsibilities and performance requirements include: a. Supervise all vendor personnel and subcontractors that may perform tasks on District sites. b. Contractor shall report to the Parkland Facilities Engineering Leadership or equivalent when on Parkland property prior to beginning work. c. Contractors shall provide continuous 24-hour on-call services with a 2-hour response time on all District sites. d. Staff sufficient technicians to manage the needs of the scope of work. e. Staff full-time office personnel with the ability to contact field crews to relay changes in schedules of problems encountered in the field. B. Scope of Work for Remediation and Restoration Services includes: Project Scope The intent of the City is to procure the services of one (1) qualified Contractor related to construction services for NW Volucia Drive Sidewalk Project from NW East Torino Parkway to West Blanton Boulevard. The City of Port St. Lucie requires construction services for the construction of approximately 5,300 linear feet of 8-foot-wide concrete sidewalk as part of the NW Volucia Drive Sidewalk Construction Project. The Contract time is 180 calendar days with no option to review 5300 linear ft of 8 ft wide concrete sidewalk. From NW Tornio Pkwy to NW Blanton Blvd. Minimal driveway impacts. - 11 driveways. As part of the pre-construction drainage review, we ask that it is noted any culverts that are at proper elevation and still in good standing be left. 7 street crossings 2 canal crossings Crossing an FPL Easement This is a federal funded project
