The County requires a contractor to furnish materials for the inspection of existing traffic signs, replacement of any worn or damaged signs, and installation of new signage as needed to maintain and upgrade the traffic sign network throughout the County. The contractor must provide high-quality traffic signs and related materials compliant with Manual on Uniform Traffic Control Devices (MUTCD) and American Society for Testing and Materials (ASTM) standards, ensuring the materials are durable, ready for use, and delivered in a timely manner. Specific requirements include signs with a minimum thickness of 0.8 inches using exclusively 3M sheeting materials, and perforated square steel signposts with specified dimensions, perforation, material grade, finish, and breakaway features. Bidders must have been regularly and continuously engaged in the business of providing traffic signs and related materials for at least ten years, be a 3M authorized distributor/reseller, maintain a warehouse within a 1,200-mile radius of Hayward, CA, and possess all necessary permits and credentials. The contractor must provide dedicated support staff and a competent account manager familiar with County standards, as well as comply with all County processes and requirements. Bid responses must be submitted electronically through the County's Procurement Portal, using the forms provided and not marked as confidential or proprietary. All required documents, including Exhibit A – Bid Response Packet and pricing on the required Excel Bid Form, must be completed and submitted by the specified deadline.
