The work includes construction of Runway 18-36 Lighting and PAPI replacement, and construction of an electrical vault with any associated site work. Bid security in the form of a bid bond, certified check, or other negotiable instrument equivalent to five percent (5%) of the total bid is required and shall be made payable to the City of Almyra. Contract security in the form of 100% Performance and Payment Bonds will be required. No bid may be withdrawn after closing time for the receipt of proposals for a period of sixty (60) days. Bidders must supply all information required by the bid or proposal form. The successful bidder/offeror must provide written confirmation of participation from each of the DBE firms listed in their commitment within 5 days of receiving the Owner's notice of award. Mechanics and laborers on the project shall be paid not less than the minimum hourly rates set out in Wage Determination No. AR20260018, U.S. Department of Labor, a reproduction of which is bound in the contract documents. The City of Almyra reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner's best interests. The project will be partially funded using federal assistance and certain federal contract provisions apply, including Buy American Preference, Foreign Trade Restriction, Davis Bacon, Affirmative Action, Government-wide Debarment and Suspension, and Requirements for Drug-Free Workplace. There are goals for minority participation (16.4% for Arkansas County) and female participation (6.9%) in each trade, as well as a DBE contract goal of 7.1%. The bidder/offeror will be required to submit the names and addresses of DBE firms that will participate in the contract, a description of the work each will perform, the dollar amount of participation, a written statement of commitment, and, if the contract goal is not met, evidence of good faith efforts.
