The work consists of developing a new emergency groundwater supply at the Well 9 site, requiring the construction of a new well to replace the existing Well 9 on the same parcel. All bidding and construction must be done in compliance with the Contract Provisions and Contract Plans for this project, including any addenda. Proposals must be submitted only on the provided form, and each must be accompanied by a certified check, postal money order, cashier's check, or Proposal bond payable to the "City of Oak Harbor" in an amount not less than five percent (5%) of the total proposal amount. The Owner reserves the right to reject any or all bids, waive irregularities or informalities, accept alternate bids, and make such an award as deemed in its best interest and pursuant to the terms of the General Conditions. The contract will be awarded to the lowest responsible and responsive bidder. Disadvantaged business enterprises will be given full and fair opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. All questions must be answered. Failure to return the Statement of Bidders Qualifications as part of the Bid Proposal package will make this bid nonresponsive and ineligible for award.
