Membrane Softening Improvements The work consists of the furnishing of all labor, materials, and equipment required for the Membrane Softening Improvements project. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, or national origin and shall comply with the President’s Executive Order No. 11246, as amended. The Contractor shall pay wages to each laborer and mechanic at a rate not less than the higher of the minimum wages specified in the current wage determination as published by the State of Ohio Department of Commerce or the provisions of the Davis-Bacon Act. The project is expected to be funded with assistance from the Ohio Division of Environmental and Financial Assistance Water Supply Revolving Loan Account (WSRLA) and is subject to all applicable State and Federal laws and regulations. Disadvantaged Business Enterprises (DBEs), including small, minority, and women-owned businesses, are encouraged to bid for this project. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). Bidders must demonstrate positive efforts to utilize DBEs. Failure to comply could result in disqualification of bidder and termination of financial assistance or other sanctions. All iron, steel, manufactured products, and construction materials shall also be produced in the United States and comply with the Build America, Buy America Act requirements.
