Site work for a water / sewer project in Sparta, Georgia. Conceptual plans call for site work for a water / sewer project; and water / sewer project.

Statements of Qualifications (SOQs) are requested from engineering firms with a strong record in assisting local governments with preliminary reports, final design, construction administration, and inspection for federally funded projects. Responding firms should be qualified to provide initial consultation and evaluation, preliminary engineering reports (PER), design, construction administration, inspection, and closeout for federally funded projects. Plans are to contract a reputable engineering firm for preliminary reports, design, construction administration, inspection, and closeout services for federally assisted community and economic development projects. This includes Community Development Block Grants, US Department of Commerce Economic Development Administration projects, Georgia Environmental Finance Authority, United States Department of Agriculture, and any other federally funded project in compliance with applicable federal regulations. Additional contracts and/or contract addendums for PERs, design, and construction administration services for State and federally funded projects may also result from this procurement. Anticipated programs include expansion and improvements to water distribution systems and interconnections with adjacent systems. Submitting firms may be considered for individual projects over a three-year period should opportunities arise. The selected firm may be asked to provide an updated SOQ during this period. Evaluation criteria include firm history and mission, familiarity with the community, key personnel and qualifications, proposed approach, scope and levels of service, experience with federally funded projects, current workload, litigation history, Errors and Omissions insurance, and interviews. The County complies with all nondiscrimination and accessibility laws relevant to federally funded HUD projects. Bidders must submit a completed SOQ form including detailed firm and personnel information, experience, workload, insurance, litigation history, and references.
