This project consists of design-build replacement of Heating, Ventilation, and Air Conditioning (HVAC) systems in multiple buildings for the City of Hays. An HVAC system condition evaluation with recommendations performed in 2022 is to be considered the basis of design and bid submittals for upgrades and replacements. The allocated budget for this project is $1.3-$1.5 million. Question Deadline 05/15/2026 at 8:00 AM CT Questions and comments will be received via Online. Sealed bids are to be submitted, each accompanied by a cashier's check, certified check, or bid bond payable to the City of Hays in an amount not less than five percent (5%) of the total bid. Any bidder awarded a contract in excess of $100,000.00 is required to provide a Contract Bond and Payment Bond each in the full amount of the total bid, on forms acceptable to the City of Hays. All prospective bidders must attend a mandatory pre-bid meeting and facility walkthrough. The City of Hays reserves the right to reject or accept any and all bids/proposals, waive any irregularities, and accept the most responsive and suitable bid. No bid may be withdrawn for 45 days after the opening without the city's written consent. The purpose of this report is to provide a review of the existing Heating, Ventilating and AirConditioning (HVAC) and Electrical systems serving three buildings owned and operated by the City of Hays, KS. The three buildings include: City Hall (located at 1507 Main Street), City Park Building (located at 1546 US Hwy 183 Alt), and Public Works Building (located at 1002 Vine St.). This assessment will determine equipment and system operating conditions and identify any issues or concerns. This report does not address any recommended improvements. This report is based on available drawings, site visits, and discussions with staff but may not be all inclusive if systems have been modified and /or were not observed.
