This Sources Sought synopsis is issued strictly to determine the availability of small businesses capable of providing Enterprise Construction Management Services (ECMS). Large businesses are instructed not to respond. The Department of Energy, National Nuclear Security Administration is conducting this Request for Information to identify qualified small business concerns that can perform the services described in the Draft Statement of Work for a potential multiple-award ECMS Blanket Purchase Agreement. The BPA would support construction management oversight and technical support services, including information technology support, for both nuclear and non-nuclear missions and functions under NAICS 541330. The Government is exploring the feasibility of multiple awards and intends to use the results of this market research to determine the appropriate acquisition strategy. This notice is for planning and informational purposes only and does not constitute a solicitation or commitment by the Government. The anticipated ECMS BPA would be a firm-fixed-price instrument with optional time-and-material contract line items and a five-year performance period consisting of one base year and four one-year option periods. The Government seeks feedback on the attached Draft Statement of Work to assess clarity and to strengthen requirements prior to any future solicitation. Responses will be used to evaluate the capability and availability of small businesses, including Small Disadvantaged, 8(a), Woman-Owned, Veteran-Owned, Service-Disabled Veteran-Owned, and HUBZone small businesses. Teaming arrangements and joint ventures may be considered for any subsequent procurement, provided the prime awardee is a small business and small businesses perform at least fifty percent of the work. The Method of Contractor Selection has not been determined at this Time.
