The work involved in the project includes construction of a three-field soccer complex and eight-court tennis complex, to include but not limited to: sports lighting, irrigation system, permanent grassing, chain link fencing, concrete paving, storm drainage, minor earthwork, concessions building, parking lots, and landscaping as described in the Contract Documents. Bidders must submit a bid bond or certified check in the amount of 5% of the bid. A performance and payment bond, or equal, in the full amount of the contract will be required of the successful bidder, or in lieu of a performance bond, the successful bidder may post with the City the full amount of the bid, in cash or its equivalent, to be held until the successful completion of the project. Contracts exceeding $50,000 require contractors to be licensed under applicable laws of the State of Mississippi and have a certificate of responsibility. Minority and women's business enterprises are solicited to bid as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material, and/or supply needs. Bid preparation must be in accordance with the Instructions to Bidders bound in the Documents. Any proposal accompanied by letters qualifying the proposal in any manner will be considered irregular and will not be considered. The City reserves the right to waive irregularities and to reject any and/or all bids. The City will ensure all will be afforded the full opportunity to submit bids and will not be discriminated against based on race, color, religion, sex, national origin, age, disability, marital or veteran status, or any other legally protected status in consideration for an award.
