The project consists of, but is not limited to, the rehabilitation of Runway 18-36 via Full Depth Reclamation (FDR), Runway Safety Area (RSA) grade adjustments, and edge light adjustments. Bids will be received for a single prime contract on a lump sum and unit price basis as indicated on the Bid Form. Bidders must be licensed to perform work within the state of Arkansas. The successful bidder must furnish Performance and Payment Bonds in accordance with the contract documents, and bids shall be accompanied by bid security in accordance with the instructions. All bidders must make good faith efforts to subcontract a minimum of 0.0% of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). The project is partially funded under the Federal Aviation Administration (FAA) Airport Improvement Program (AIP), and contractors must comply with specific federal provisions listed and contained in the contract documents, including Buy American Preference, Civil Rights - Title VI Assurances, Davis-Bacon Requirements, Debarment and Suspension, Lobbying and Influencing Federal Employees, Procurement of Recovered Materials, and Prohibition of Covered Unmanned Aircraft Systems (UAS).
