The City of Palm Springs (the City) is seeking consulting services to perform a technical feasibility review and economic evaluation of the proposed expansion of the Desert Water Agency’s (DWA) recycled water system as a joint venture with the City of Palm Springs and the Agua Caliente Band of Cahuilla Indians (ACBCI). The Scope of Work is based on a thorough review of existing reference documentation and the application of the Guidelines for Preparing Economic Analysis for Water Recycling Projects by the University of California, Davis, Center for Watershed Sciences (De Souza et al., 2011), which are hereinafter referred to as (the Guidelines). The primary delivery will be a comprehensive technical and economic report. This report will present decision-ready recommendations that will guide the City in determining the level of commitment it’s willing to assume.
