Each proposal must be accompanied by a bid bond or certified cashier's check payable to the owner equal to 10% of the bid amount, not to exceed $20,000, and a Certificate of Consent of Surety obligating the issuing surety company to provide statutory performance and payment bonds in the full contract amount. If the bid exceeds $20,000, the bidder must be pre-qualified by the New Jersey Division of Property Management and Construction in the required classification. All bidders and their prime subcontractors must possess valid and active "Notice of Classification." The project is subject to the New Jersey State Prevailing Wage Act. Compliance with various New Jersey statutes and regulations, including those concerning equal employment opportunity, contractor registration, and business registration, is required.
