The City of Santa Maria is seeking proposals from qualified firms to conduct a comprehensive evaluation of electrical systems across its water, wastewater, and stormwater facilities. The study aims to assess the condition of all electrical equipment rated at 120 volts or higher, verify compliance with electrical and arc flash safety standards and OSHA regulations, quantify arc flash hazards, and identify opportunities for improved safety, reliability, and compliance. The selected contractor will recommend mitigation measures, establish arc flash boundaries for each facility, and provide guidance on required labeling, safe work practices, and appropriate personal protective equipment (PPE). Proposals are also requested for an optional service: developing a comprehensive Electrical Safety Program tailored to the facilities' operational needs. If approved, the contractor will deliver Electrical Safety Training to designated personnel, covering procedures, safe work practices, labeling, and PPE related to equipment maintenance and arc flash hazards. The quality and completeness of the approach to these optional services will be part of the overall evaluation.
